About Matt Hoser
Matt is an associate in Freshfields’ antitrust, competition and trade practice group.
Matt is based in London and during his time at Freshfields has also spent six months on secondment to the firm's Hong Kong office.
Matt trained at Freshfields and during his time at the firm has covered various aspects of UK and EU competition law, including merger control and foreign investment, cartels, behavioural matters, and regulatory price controls. Matt has advised on:
- UK, EU and parallel merger control reviews (including Phase II referals in both the UK and EU), including remedy proposals and implementation;
- assessments and notifications under the UK National Security and Investment Act;
- advice regarding behavioural matters, including information exchange and exclusivity arrangements; and
- advice regarding energy and water price control processes and the prospects of appealing to the CMA.
Recent work
Matt's recent experience includes advising:
- Cargotec on its proposed merger with Konecranes in relation to the first parallel Phase II review of a transaction by the UK CMA and the European Commission, subsequently abandoned after the CMA issued a prohibition decision rejecting the remedy proposal which had been accepted by the European Commission;
- GIC Realty on its acquisition of the Student Roost portfolio of student accommodation through a joint venture with Greystar, which received conditional approval from the CMA;
- Stanley Black & Decker on the $3.2bn sale of its electronic security division, STANLEY Security, to Securitas, which received unconditional clearance from the European Commission;
- A large international tech company in relation to various advisory matters and market studies;
- GRIDSERVE on the CMA’s investigation into allegedly anti-competitive exclusivity arrangements;
- Spire Healthcare Group on its proposed takeover by Ramsay Health Care;
- Cengage on its proposed takeover by McGraw-Hill Education; and
- A UK water company regarding the merits of appealing Ofwat’s PR19 price control determination; and
- A UK electricity distribution company regarding the merits of appealing Ofgem’s RIIO-ED2 price control determination.
